- My results suggest that Desert Kit Foxes in the Mojave Desert in California prefer to consume rodents and invertebrates, but will prey upon a variety of other items, especially when preferred prey has declined due to drought or seasonal conditions. Overall, my study supported the scientific consensus that kit foxes are specialists on heteromyid rodents. Invertebrate prey, though, does provide an important supplement when rodent prey is less available. For Coyotes, the most frequently occurring items consumed were rodents and lagomorphs. Thus, Desert Kit Foxes and Coyotes did eat many of the same prey items throughout the study which could promote exploitative competition, but they did so in varying frequencies depending on the year and season.

382. Analysis of privatization best practices for delivery of public service: the case of Saudi Arabia

- Privatization has increasingly gained prominence as one of the engines for economic growth and development. In fact, the success of this process in some nations has prompted others to consider implementing it because of its benefit in stimulating economic growth. Countries, including Saudi Arabia, have already laid down operational privatization programs in an attempt to encourage their economic growth and development. The purpose of this study was to conduct a comprehensive assessment of the Saudi Arabia privatization program by proposing the challenges that the policymakers are likely to experience in an attempt to integrate a successful privatization program. Specifically, the study explored the best-suited model for privatization, it examined the adoption of a healthcare system, as well as, look into the factors promoting economic growth via privatization. The study also highlights the factors that are likely to make privatization fail based on post-privatization experience, also known as the common stumbles. The investigation determined that the availability of appropriate technology, skilled human capital, and other human resources play a central role in the successful implementation of a privatization effort. Having a robust legal framework is key to successfully executing privatization programs. Privatization laws provide authority to the government agencies make clarification about the right of the investors, both foreign and domestic to participate in the privatization effort. Other laws, including capital markets and corporation’s laws, support such privatization laws.

- Today and throughout history ever since Intercollegiate Athletics has come into existence you will find plenty of problems that universities and schools have run into. First starting off in the 40’s and 50’s, women weren’t even thought of in playing amateur sports and it was purely male dominated. Only the sophisticated, top-notch, young men played in the sports offered by the certain university. The universities that were currently in existence at that time that participated in sports such as basketball, track & field, and football were universities from the “Ivy Leagues” such as Harvard, Yale, and Princeton, as well as other prestigious universities as University of Southern California and The University of California in Berkeley. As the years went on universities started getting more popular to attend where more and more people started going to different events and amateur athletes started being popular as well as a way for people to gain an education. (Stateuniversity.com) By the 60’s and 70’s Intercollegiate Athletics started seeing its biggest teams compete for National Titles in both men’s basketball and football as well as seeing starts of great dynasties such as the Bear Bryant days at The University of Alabama and the John Wooden days at UCLA. Still at this time no womens sports were at any universities, there was no rule such as Title IX or women coaches, and you didn’t even think about hiring any female administrators to have say or even run your athletics department. The 60’s and 70’s were all about winning and doing it anyway you can. Teams like Southern Methodist University, Texas A&M, The University of Texas, and Southern Mississippi started “buying” players by paying them to join their program so they can get an all-star team. The NCAA began cracking down on different teams that were paying players and families valuables such as cars, houses, ect. to attend and play for their university to win championships, which started a decline in college athletics.

- Chinese database collected from a random sample of more than 12,000 ninth-grade students in an SISS Extended Study (SES), a key project supported by the China State Commission of Education in the late 1980s, was used in this study to investigate gender differences in student science achievement. In this empirical data analysis, which uncovered significant gender differences across the nation, male students received the higher scores (p < .0001). - Adolescent suicide has been increasing at an alarming rate across the nation and within Kern County. The number of adolescent suicides in Kern County illustrates the need for the county to actively participate to remedy the existence of this problem. Kern County does have the proper mental health resources in the community, but they are fairly limited for adolescents. Moreover, there is a stigma associated with mental health, which can cause many adolescents to deter from seeking the necessary services. According to a review of the literature, adolescent suicide is a significant problem that is not just limited to Kern County. Suicide can stem from psychological issues, substance abuse, and environmental factors. Literature also suggests that there are certain populations more susceptible to committing suicide. Researchers suggest the use of public policy in areas, such as stricter firearm regulation and bullying to decrease the number of suicides. Additionally, researchers argue for a strong school based suicide prevention program. The recent statistics suggest the need for the development of a suicide prevention program in Kern County. There are a number of definitive warning signs and risk indicators for identifying potential suicide victims. This study offers a program plan to reduce adolescent suicide in Kern County; it is proposed that this be carried out by the Kern County Superintendent of Schools and the Kern County Mental Health Department. It will be created, as a no cost teaching program that is tailored to suit the specific needs of each different population. Individuals will be provided knowledge and tools to help prevent adolescent suicide through learning modules. This plan proposes a pilot program to ensure the highest quality program at the time of the rollout. Additionally, the paper recommends the creation of an accessible mobile application for adolescents, which will be created by KCSOS.

- Health care has been labeled as a predominantly pink-collared profession where women make up the majority. Despite being in the majority, women’s representation decreases significantly as the organizational ladder rises. The study was based on the step from where most women find it difficult to move up. Previous data showed that most women managers are stuck in a bottleneck, and there is a disparity in women’s representation in the C-suite. The purpose of this non-experimental qualitative study was to explore the factors involved in the underrepresentation of women at the executive level positions in health care organizations. Various factors, categorized mainly as sociological, economic, organizational, and leadership factors, were identified in the literature. Carol Gilligan’s Theory of Moral Development and the Cultural Transformation Theory were explored in detail to demonstrate the issue from different perspectives. Interviews were conducted with six female and two male managers and executives associated with Kern County health care organizations. Data was analyzed to develop a grounded theory, a general, abstract theory grounded in the views of participants. Factors were identified as selfimposed hurdles, which can be generalized to any profession. The two themes and sub-themes included: degree of support, queen bee, partner support, organization support, gender-based values, role of the mother, work-family balance, and lack of ambition. Recommendations were based on participants’ recommendations and the literature, which included women’s platforms, do something for a change, standardize wages, and change societal norms.

- Islamophobia is a real problem in the United States. It has slowly made its way to school campuses across the nation, especially after the election of President Trump. Muslim students in the United States face a new sort of bullying on and off school campus due to their religious affiliation. This creates an uncomfortable, unsafe, and intolerable learning environment for Muslim students. Due to the increase of anti-Muslim bullying on school campuses, this program is designed to combat Islamophobia on school campuses through education, awareness, and mentorship in order to create a safer school for all students. A strong team that will aim to educate students K-12 by clearing up stereotypes and misconceptions that are the source of issue through lessons, events, activities, and school trips. The program will aim to build a supportive community in hopes to decrease the rate of anti-Muslim bullying in schools. In order to make this program better, it is recommended when the program starts it will focus on high school students to recognize and correct the mishaps so that it will run smoothly for K-12 in the future. Also, it’s crucial that the program team is strong in the developmental stages to ensure the longevity of the program. Finally, introduce the program to other school districts across the nation to help combat Islamophobia.

- This Analysis of Alternatives serves as a push for a federal recycling redemption act. Though this analysis of various state recycling and redemption programs, policy and program elements beneficial to a proposed Federal Recycling Redemption Act will be presented. Recycling has been a huge situation for our nation, especially with the vast usage of our natural resources in the past hundred years has shown how fragile our nation is with what we are given to use. Recycling bottles is a big part on all citizens to be able to help save our natural resources as long as possible. Only ten states currently offer bottle bills (container deposit law). Bottle bills require a minimum refundable deposit on beer, soft drink, and other beverage containers in order to ensure a high rate of recycling or reuse. These bottle bills put responsibility on are people (consumer, producer, and manufacturer) to do their part in reserving these resources for future use. The deposit-refund system was created by the beverage industry as a means of guaranteeing the return of recyclable bottles to be washed, refilled, and resold. The states that currently implement bottle bills have shown a much higher recycling rate than the states that don’t. These state bottle bills have assisted and encouraged recycling to all people involved. The largest implication that comes to be is if consumers and manufacturers want another tax on them. This tax is easily refunded based on the responsibility of that consumer and manufacturer.

- Sexually transmitted diseases, STDs, are spreading drastically all over the United States, but drastically in Kern County. Kern county’s rates are higher compared to California’s level. There are plenty of resources available to people, the question is why are the rates so high? The Department of Public Health of Kern County has an ongoing campaign, “Know your Risk,” the campaign has spoken at a couple of local entities. I came across this campaign when I was speaking to a representative from the Public Health Department, Kim Hernandez, MPH. If the public was to be educated on the consequences STD’s can do, then there would be less cases and more people having an annual checkup with their doctor. Reaching out to people is the issue now. What is the county doing to inform people? This paper will include a program proposal in efforts to reaching out to the public without seeming demeaning because having sex is something personal and private, but STD’s has become a public health issue in Kern County.

- The most invidious issue firefighter families face is having the firefighter absent for extended periods of time. It was found that even though the regular schedule—whether it be 2 days on 2 days off, 1 day on 2 days off, or some other regularly repeating schedule—can be strenuous on a family, it is when the firefighter is gone for weeks at a time that the most damage is incurred. This happens more rampantly during the height of the fire season. In the State of California, firefighters are permitted to work up to 21 days in a row on a wild land fire. Although it could potentially lessen the amount of overtime a firefighter could receive, this study recommends the maximum should be changed from 21 to 10 days in a row. The issue should be brought to the National Fire Protection Association and the U.S. Fire Administration (both of which have stake in creating regulations concerning schedules) for review. The minimum amount of time a firefighter would be able to be off in between shifts would be 48 hours. After the time off is fulfilled they would be able to go right back to fighting the wild land fire if they chose to. Another major problem within the fire service are CISDs. These Critical Incident Stress Debriefings were put in place to alleviate the pain firefighters who experienced a traumatic event while on the job might feel. Sometimes these are mandatory and other times they are voluntary. The problem with these is they do not work. This study could find no research or review of CISDs that made them seem effective or even beneficial. As a matter of fact, many firefighters claimed that CISDs had an iatrogenic effect on them. Because of the fact that CISDs often have a negative effect on firefighters, this study recommends they are immediately done away with and, if post-critical incident counseling is needed in the future, to refer firefighters to free community resources that are better adept at dealing with these issues. A plan is proposed to reduce suicides and PTSD of firefighters and suicides of children of firefighters by: requiring immediate discontinuation of CISDs, mandating less intervention on behalf of the fire service, ceasing to attempt to ameliorate suicide potential or suicide probable situations in children of firefighters completely within the fire departments and referring those at risk to existing community resources. This proposal is predicated on resolving issues firefighters face by implementing new strategies requiring less intervention and fewer resources allotted to particular issues, and, in doing so, making the issues not seem so inevitable. The recommendation is that this proposal be implemented because it has not been proven that less intervention is a successful way of dealing with firefighter issues. What has been proven, however, is the accommodations meant to help firefighters are, in large part, failing.
