- This graduate project addresses the need for, and creation of, a bicycle patrol manual and bicycle pursuit policy for the Los Angeles Police Department and any law enforcement agency operating a bicycle patrol unit. The paper examines issues raised during the creation of the manual. The project also examines a new concept in bicycle patrol for police agencies. That new issue deals with bicycle patrol officers becoming involved in vehicular pursuits. The paper examines the problems, need for a written policy and tactical considerations which need to be considered when addressing the problem. The first bicycle pursuit policy is included. The paper also includes the Bicycle Patrol Manual of the Los Angeles Police Department.

- This study concentrates on municipal code enforcement as a relatively new regulatory function of local government and endeavors to answer the question "Why did code enforcement appear in the American city?" In the first part, code enforcement is examined in a broad context of municipal activities. It is viewed among other law enforcers: the police officer, the building, housing, and health inspectors. The differences among them are discussed and their underlying unity is formulated: what unites the enforcers is their relation to the maintenance of communal order. Code enforcement is then defined as one of the order maintenance functions of a municipality. The second part looks at the history of American cities from the Colonial period to the present. It discusses the continuing process of urbanization and the challenges to order presented by the increased numbers of city dwellers. Municipalities' response to the challenges has been to utilize latest technology, pass new regulations, and expand personnel to enforce them. At the same time, the ideas about communal order have been expanding, and today our understanding of order includes more items than ever before. The character of laws has changed to include not only matters of health and safety but those of aesthetics. As result new laws and regulations have multiplied and required, in tum, new personnel to enforce them. The appearance of code enforcement is due to the proliferation of new laws defining order and the increasing specialization in municipal enforcement.

- Governments have embraced privatization of all types with open arms. In fact, the use of private firms to participate, in whole or in part, in the provision of a public service has become so widespread that very few government services are not privatized in some form in the United States. The purpose of this graduate project is to explore the efficiency of privatization, including advantages versus disadvantages and strengths versus weaknesses. More specifically, I review privatization as an interesting public policy issue, and examine prison privatization as a case study. I further analyze and outline arguments for and against utilizing private firms for prison operations. In addition, I identify the driving forces of privatization, consider the critical issues related to prison privatization, and describe the situation and trend of private prisons. In conclusion, this project identifies whether the profit motives of the free market will always drive toward more efficient outcomes. Finally, by analyzing a relevant case study, it is hoped that a determination can be made on how to make privatization more effective.

- The study of contemporary political campaigns is important in the ever evolving realm of political structure and social order. Communicating a point of view from the ground floor of a campaign can help everyone to better understand the process of where democracy begins. Most people tend to see political campaigns at the very end of the timeline, that is, at or near election day. So much happens in the weeks, months and years leading up to election day that contributes to the final results. Political scientists, historians, public administrators and those aspiring to hold public office need to lead the way in improving our rules, systems and procedures. New realities now exist in political campaigns that did not just a few short years ago. Now that reforms are in place, how they affect campaigns and elections is of paramount importance. The bigger question is "Is Democracy alive and well, or do the wealthy and well connected control the strings?" This project explores how an average citizen can rise to political office using a systematic plan that is created and implemented years in advance. Slowly gaining the trust and support of citizens, political players, and organizations over time can be a recipe that makes for enough voters to get into office. Attempting to guide a process that can be complicated and, at times, unpredictable, is extremely difficult. This working campaign plan can provide a framework for those in this field of study, and to future candidates seeking reliable, updated information.

- Change in the workplace is a regularly occurring factor. In Los Angeles County Public Works, technology has become the most recent trend aimed to increase effectiveness, productivity, and workspace. The amount of electronic methods created to substitute the paper copies of forms has slowly forced all Los Angeles County Public Works employees to utilize digital transformation. However, not everyone is on board with the current implementations. This research paper identifies the causes of resistance to change in an organization and identifies essential factors leaders should be made aware of to mitigate resistance. The findings of this study will contribute and serve as a tool for leaders of Los Angeles County Public Works, as well as other public sector agencies, to overcome barriers to implementation of digitization in the workplace.

- Transactional leadership is the dominant type of management in the public sector. As progressive ideas come forward, transformational leadership has emerged as a potential innovative way of managing employees. Transactional leadership is based on the creation of strong relationships between employees and their managers. From this perspective, telework has emerged as a possible avenue from which transitional leadership can take hold in. This is due to telework's reliance on increased communication between an employee and their manager to ensure goals are met. This type of collaboration should lead to higher job satisfaction and increased productivity. In this research design, a quasi-experimental approach with pre and post comparison group will be utilized for the purpose of evaluating whether telework does indeed lead to a higher level of productivity for employees. The research will be concerned with employees of Los Angeles County.

- Thus far, research on child support order compliance has been heavily linked to which percent of custody each parent has and how much income the parent paying support earns. Research shows if family violence is present, a batterer may abuse a victim by tightly controlling their financial assets so the victim cannot access them. It is unknown if this indication of family violence plays a role in child support order compliance. This document proposes research to understand if there is a relationship between family violence and child support order compliance.

- Abstract Proposition 57: Implementation and Perception By Janette Darbinyan Master of Public Administration in Public Sector Management and Leadership After decades of harsh crime policy (including being a test state for the Three Strikes approach to felony sentencing), the California electorate reconsidered crime policy by passing. Proposition 57. This initiative aimed to reduce the scale of the prison pipeline with reforms to juvenile justice, parole consideration for nonviolent felons, and sentence credits for various forms of good and rehabilitative behavior. Public debate over such initiatives includes concerns over public safety. There were essentially two concerns. First: Is it possible to parole a large number of prisoners within a relatively short time period? Perhaps increasing the net number of parolees increases the risks to public safety, and perhaps it does not. Second: If prisons are criminogenic, is more lenient parole actually an effective response? It could be that the damage is already done. The research is complex, but it does generally show that parole can be highly effective, that reducing prison populations allows the remaining population to be better served, and that a reduced population improves the chances of rehabilitation, especially for non violent offenders best served by parole. Still, it is true that non-violent offenders can become more serious criminals, whether violent or not, as a result of what is effectively criminal occupational training and social networking in prison as well as the result of challenges in transitioning to the civilian environment. Accommodating reforms like Proposition 57 will need to include job training and placement elements, protections for parolees (such as California's law that marijuana-related convictions need not be reported) that will allow them to get work, and so forth. Still, parole policy certainly impacts public safety to some degree, and Proposition 57 can be analyzed on its own merits in this regard. Recommendations are made from the literature and areas for future research are both offered.

- Research on the cause of homelessness in the County of Los Angeles has increased. However, there has been no substantial plan or act set forward to dramatically cut the numbers of homeless individuals roaming in Los Angeles. There are many factors that control the increase in the homeless population; overlap of outreach teams in service areas, lack of affective discharge plans for individuals released from prisons due to new public policy and the resistance of contracting out to private agencies for outreach and placement.

- This study will examine the consequential effects of parental incarceration in association to a child’s healthy development. Increasing rates of incarceration in the United States have prompted a need to further explore these effects, as children pose serious risks of psychological, economic and social problems. Past studies have not yet examined protective factors that unveil resiliency among these children with adequate support in the following core areas: (a) prison system support, (b) caregiver support and (c) academic support. This study will collect data that is necessary in building a clearly defined understanding of key issues that exist through the perspectives of children of incarcerated parents’ kinship caregivers. Qualitative interview schedules will be conducted in order to explore the experiences of 30 kinship caregivers of children of incarcerated parents who have experienced firsthand possible developmental risks.

- Opioids are well known as a pain remedy along with its addictive nature for centuries leading to several waves of opioid epidemic. Qualitative analysis of archival research is done to summarize the factors which contributed to the current opioid epidemic in the U.S. and Imperial County which started in the 1980s and 1990s with a massive campaign by the pharmaceutical companies promoting long-term opioid use for non-cancer pain. This resulted in many folds increase in opioid prescriptions. Illegal use of heroin and synthetic opioids also contributed to the current opioid epidemic. Since 1990s, opioid overdose has caused thousands of Americans lose their lives. This article also summarizes the history of drug policies in the United States which has been punitive towards substance users. The approach to the substance is changed with the adoption of policies such as Comprehensive Addiction and Recovery Act (CARA), 21st Century Cures Act and H.R. 6 which aim at prevention and treatment rather than criminalization and incarceration of people with substance use disorder. Strict prescribing methods and mandatory use of Controlled Substance Utilization Review and Evaluation System (CURES) system has resulted in decrease number of opioid prescription but overdose deaths continue to rise. Efforts are made to have naloxone and Medication Assisted treatment available at Imperial County Behavioral Health Services (ICBHS), local hospitals, emergency department, primary care and federally qualified clinics and criminal justice system. This paper also summarizes the future policies to increase access and fill the gaps in the treatment by implementing the Mental Health Parity and Addiction Equity Act and Medicaid expansion. Future strategies also include public education and awareness about the addictive nature of opioids, reduce stigma to substance use treatment, education and training of providers to get X-waivers to prescribe buprenorphine for Opioid Use Disorder (OUD) and have alternative pain management methods available to all.

- A vast review of the literature has found that Millennials are unlike any other generation because they have different values than previous generations. Due to a generational change in values, Millennials seek different needs and wants from the workforce. A leadership style that appeals and speaks to the Millennial generation can contribute and increase motivation and subsequently lead to a higher retention rate within the public sector. To understand how to lead millennials will depend on how much we know about their values in the workforce. Based on the literature surrounding millennial motivation, retention and leadership preferences, the purpose of this project aims to explore how transformational leadership in the Department of Public Social Services (DPSS) is more likely to enhance Millennial employee motivation and retention. Results of the research would encourage public sectors to invest in leadership programs as a tool to motivate millennial employees as well as a retention strategy in an attempt to lower turnover rates.

- A report states that about 49% of nonprofit organizations lack the implementation of a strategic plan (Concord Leadership Group 2017). Therefore, most nonprofit organizations struggle to maintain their sustainability and demand. Strategic Management is about creating an extensive plan that encompasses an organization's mission, vision, goals, and purpose. Organizations must formulate strategies to achieve those goals and therefore a strategic plan is the right solution. If an organization effectively strategizes in utilizing a strategic plan the results will lead to organizational success. Otherwise, it will always lead to organizational failure. The purpose of this study is to better understand how effective strategic plans are vital for nonprofit organizations. The proposal will focus on the characteristics and purpose of strategic planning, the impact of strategic plans, and the importance of leadership. To conduct this research, a mixed methodology approach will be utilized, including a quantitative and qualitative research method. Randomized participants will participate from individuals that work for non-profit organizations in Los Angeles such as St. Joseph Center and Think Together.

- Older adults comprise an increasingly large percentage of our population. Older adults have expressed a desire to remain in their own homes instead of alternative living situations, such as assisted living facilities as they age. The public administration challenge that has arisen is a lack of funding to support older adults' wishes to age in place. This exploratory sequential mixed methods study aims to determine to what extent federal and state fiscal policies exist to support built environments for older adults to remain in their homes. Are current policies regarding funding for built environments to support aging and independence sufficient to enable older adults to retain their residence in current homes? A survey and interview-based, a mixed methodology will be used. The results of methodological approaches will be evaluated using the Advocacy Coalition Framework. The results of this study should conclude that there will be an increase in advocacy for federal and state financial incentives to those who wish to develop built environments for aging in place. Given the COVID-19 pandemic's impacts on those who reside in assisted living facilities, the anticipation of increased, wide-spread desire for alternatives to close-proximity retirement communities will become highly sought after in the coming years.

- This paper reviews the literature on employee empowerment in the public sector workplace, with careful attention to the fundamental theoretical assumptions of the body of work and the empirical research on public sector employee motivation and its impact on job performance. This paper highlights important research findings relating to the adverse impacts of economic approaches and financial rewards as motivating incentives for public sector employees in government jobs to be applied as an HRM practice. It further outlines the positive attributes of motivating public employees intrinsically. This study contributes to our understanding of the differences between public and private sector motivational strategies by demonstrating that, public sector employees are generally less extrinsically motivated. The current psychological research on employee motivation in the public sector developed in the literature review emphasizes on the importance of social cognitive theories and practices, such as the application of goal commitment and goal-setting theory, self-affirmation, P-O Fit theory, work autonomy, and transformational leadership as the most effective avenues for public administrators to empower and motivate government employees. Using an explanatory research design, the specific question this research aims to explore is whether or not employee empowerment programs are effective in terms of motivating employees and ultimately enhancing employee job performance in the City of Glendale.

- By Ilbret Ilo Pourmanafy Master of Public Administration, Health Administration The California Nurses Association (ANA) sponsored the legislative Assembly Bill (AB) 394 to ensure safe staffing for patients in California. AB 394 was introduced by Assembly person, Khuel, and signed into law by Governor Davis in the fall of 1999. This law is the first law mandating nurse staffing ratios for acute-care hospitals. This paper determines whether the nurse- to-patient ratio law has impacted acute care hospitals financially due to in-hospital mortality and/or unplanned readmission to intensive care units. The California Department of Health Services estimated that the mandated nurse-to-patient ratios would cost California hospitals $956 million annually after implementation given adequate recruiting sources (CHA, 2004). Not many study’s have been published addressing the fiscal impact to hospitals of the mandated nurse-to-patient ratios that were implemented in 2004. Previous results have shown that there was not a complex financial burden on hospitals, as the quality care of acute care patients was impeccable. From the research conducted also showed that in hospital mortality and/or unplanned readmission to intensive care units decreased due to AB 394.

- Lawsuits against nonprofit organizations can negatively affect the finances and volunteerism rates at many agencies. Established literature does not identify the extent to which lawsuits have negatively affected the operating budgets and volunteerism rates at nonprofit agencies in Los Angeles County. This study proposal seeks to fill the gap identified in literature and provide localized insight into the problems nonprofit organizations are faced with on a day to day basis. If and when this study is conducted, surveys will be directed towards numerous nonprofit organizations and their volunteer members to gather important data. Potential results from this study proposal will allow nonprofit institutes in Los Angeles County to better understand the effects of lawsuits on their operations in the county area and will enable them to reduce risk, create better management practices and aid in volunteer recruitment.

- This study deals with the development in 1978 in the City of Santa Barbara of the Open Road New Jobs Program—a CETA subsidized training program which involved a placement and training of seventeen Chicano youths in a variety of public sector jobs in the City. The program sought to provide an environment that would enable the trainees to develop the skills needed to hold the jobs to which they were assigned and to increase their confidence in being able to hold similar jobs in the future. The seventeen trainees were all interviewed by the writer one year after they completed their training. The interviews reveal a low level of job holding skills in the trainees, and described their experience in training--the obstacles they faced and the benefits they derived from going through this program. Given to the smallness of the sample, no definite conclusion as to the effectiveness of the program could be reached. Yet even within its time limits, the study demonstrates the continued need for job qualifying training of young people, particularly those belonging to the minority groups. Not only just for immediate short term employment, but for the acquisition of skills that are essential for securing an economic foothold in the society in which they are to spend their adult lives.

- With the increase of veteran enrollment into college campuses in the U.S., many veterans and military personnel continue to suffer from Post-Traumatic Stress Disorder (PSTD). Institutions of higher learning are trying to bridge the gap with the VA to provide the appropriate resources to veterans attending college. There is limited qualitative research that shows academically and socially what contributes to the success of veterans who have served in the Post-9/11 War of Iraq and Afghanistan. This study will use two sets of interviews to gain a better understanding of the relationship between VA Department, administrators in student affairs, and veterans attending college as a civilian using the Post-9/11 G.I. Bill.

- This study examines the impact of cultural competency interventions at the County of Los Angeles Department of Public Health (DPH) on the provision of services. The study compares cultural competency performance by the County of direct services rendered to clients by county employees who completed cultural competency trainings and those who have not. The impact is evaluated by comparing cultural competency performance as reported by clients of direct services by and its impact in the provision of services. The study analyses the success of cultural competency interventions by the Los Angeles County Department of Public Health. Success of the intervention is evaluated by establishing whether a correlation between organizational cultural competencies are correlated with high performance of cultural competencies at the time of service delivery to clients.

- This research paper identifies the problems faced by public administrators and society regarding homelessness in Los Angeles County and provides a current analysis of the current measures, strategies and programs in place to help reduce the amount of homelessness specifically in regards to temporary and permanent housing services efforts (THS and PHS) and permanent supportive housing (PSH) . The research problem identifies the need to gain further knowledge on monitoring and measuring the effectiveness of the measures and strategies aimed to help the ever-growing homeless population. The research designed will follow a mixed methods framework of qualitative and quantitative methods in nature. It will be centered around individual and family units, made up of multiple demographics in the homeless community in Los Angeles County, that which the researcher will spend time to collect empirical data by conducting interviews with policymakers, the community and other stakeholders in regards to assess the current strategical implementation success. Findings from the study will share insight on how planning and implementation can improve methods of monitoring for effectiveness in lowering the homeless population in Los Angeles County.

- This study will measure if there is a relationship between a work assignment's task length and task complexity and level of work engagement for mid-career employees at the Los Angeles County Department of Regional Planning. According to developmental stage theory, mid-career employees are in a stage in their life where their needs, personalities, and motivations are in transition. This study will add to the body of research on work engagement by further examining the link between the years of employee work experience and the level of work engagement. This study will examine the affect of task length and task complexity on work engagement. These organizational factors have not been previously examined for a connection to work engagement.

- This graduate project examines the impact of ambiguity and conflict in policy implementation. The paper will explore the ambiguity and conflict experienced by school district leaders, principals, and teachers and how this affects their willingness to implement the California Healthy Youth Act (CHYA). Passed in 2016, CHYA mandates school provide comprehensive sexual health education at least once in middle school and once in high school. This study will further explore the differences between how ambiguity and conflict are experienced at the various hierarchical levels within a school district system and the implications of how that may impact policy implementation.

- Health care expenditures are at an all-time high in the United States and continue to rise each year. Much of the financial burden is carried by the federal and state levels of government through public health programs such as Medicaid. A major contributor to the high cost of healthcare in the Medicaid program is high prescription costs. In order to effectively limit the rise in Medicaid spending, states utilize cost containment measures that surround prescription spending. The purpose of this literature review is to identify drug price cost containment measures for Medicaid state programs. Through use of a qualitative review, the study analyzed secondary quantitative and qualitative data. Findings revealed that there were common and unique cost containment measures among state Medicaid programs. Each state studied utilized a Drug Utilization Review (DUR), Preferred Drug List (PDL), and Prior Authorization (PA) measure. These measures proved to be effective and helped contain state prescription costs. The states of Ohio, Pennsylvania and Florida uniquely implemented a Unified Preferred Drug list. Out of the three states who utilized this measure, the Florida Medicaid program experienced an increase in prescription drug costs. The state of New York successfully implemented a Medicaid drug cap policy, which enabled it to negotiate for additional drug rebates. The West Virginia Medicaid program successfully carved out the prescription benefit and saved approximately $54.5 million in 2018. Further research will need to be completed on why not all fifty states use the same cost containment measures and reasons for lack of policy surrounding diseases with high prescription drug costs. If there is an agreement between states on which containment measures to use, it is possible that the federal and state Medicaid programs could see a substantial amount of savings. It would be a strategic move for the Federal Medicaid program to implement policy that includes additional cost containment measures.

This report examines a systematic effort, over time, of Los Angeles homeowners partnering with local politicians in affecting property values. Revitalization movements transforming surrounding neighborhoods into thriving revenue generating hubs are evidence of a vibrant economy. Downtown is returning as a world class major tourist destination, improving socio-economic demographics. The boom in sports and concert venues as well as luxury condominiums is attracting migration. The City fails miserably, however, in providing adequate affordable housing for local additions to the workforce. Affordable is a relatively new, and poorly defined term in housing. Adequate housing alone will lower prices. Those responsible for creating this balance, lack accountability. This paper recounts the history, causes, and the affect of local politics on the Los Angeles housing shortage.

- New police technologies such as the body-worn camera affect how police officers conduct daily police work. The first official use of body-worn cameras began in Europe in 2005 and then in the US in 2011. During those years, there was no published research on the effectiveness of the devices on policing in the United States. Police shootings of unarmed citizens captivated national media. As a result of the shootings, citizens and community members demanded police reform. Since then, there have been numerous studies conducted across the nation with conflicting results regarding use-of-force incidents and allegations of police misconduct. There is one study that conclusively showed a 15% increase in assaults against police officers wearing a body-worn camera and an increase in the likelihood of deadly force application by a police officer. The study also went on to show a 38% decrease in use-of-force incidents by the same officers. This body-worn camera study concludes a more concise evaluation is needed in order to fully understand the effects of the device. A body-worn camera program affects more than just law enforcement officers; it also influences the community they police and policies adopted by law enforcement, district attorneys. Individuals who are subjected to body-worn camera surveillance will also be affected.

- Turnover in public child welfare agencies is a nationwide issue related to poor outcomes for children in foster care. The purpose of this proposed graduate project is to evaluate the retention strategies of California county child welfare agencies. Retaining skilled child welfare workers is challenging for public child welfare agencies as the turnover can cause a ripple effect in the agency. Turnover impacts staff workloads and morale, and if organizational culture does not support staff, this leads to more turnover. Although some counties document strategies aimed at retention, California does not require county child welfare agencies to include retention strategies in their System Improvement Plans (SIPs), indicating an important missing factor in their system for service delivery. The proposed evaluation of county child welfare agency retention strategies and the impact of the strategies on the agencies' goals for retention could encourage more counties to develop retention strategies to retain the skilled workforce necessary for appropriate and impactful service delivery. This proposed evaluation will use a mixed methods design, incorporating archival data review from 12 selected county child welfare agencies' SIPs, the State of California's Program Improvement Plan (PIP), human resource records documenting the turnover rates, with responses from a survey and focus groups of county child welfare workers', supervisors;, and managers' intention to remain employed at their agencies and their thoughts and beliefs regarding the agency's retention strategies. The projected results will provide data to determine if those counties that have documented retention strategies for their child welfare workers will have more child welfare workers reporting their intention to remain employed at the agency. The results of this proposed graduate project are expected to have implications for public child welfare agencies statewide and nationwide by encouraging inclusion of retention strategies in agency SIPs to improve outcomes for children in foster care. - The healthcare industry has entered an era of intense competition and rapid change with the advent of government regulated prospective payment for hospital care. Now, more than at any time in the history of the healthcare industry, has it become imperative that hospitals market their services, while at the same time cutting costs and continuing to insure a high quality of patient care. The objective of this thesis project was to identify and assess the geriatric programs of 11 competitors of the hospital that I currently work for, Cedars-Sinai Medical Center. Employees from the Departments of Planning and Social Services of each competing institution were interviewed using a list of standardized questions and a geriatric services graph. Using the American Hospital Association Guide to the Health Care Field, 1983 edition, statistical data were prepared for each hospital to gain an awareness of such factors as individual hospital size, admissions, occupancy, affiliation, services offered, accreditation and number of personnel. - With the impending retirement of many baby boomers, it is vital to prepare young people for jobs in the public sector. The transition from school-to-work can be facilitated through programs such as apprenticeships, internships, job shadowing and mentorship opportunities. These various programs are usually coordinated through a partnership between the school district and a private or public agency willing to participate. However, the success of these programs is not entirely dependent upon a mutual partnership and it is possible for an employer to develop an effective program on their own. By examining the youth employment programs of the City of Burbank, California as a case study, we can see an example of a public agency that has developed a long-term successful youth employment program without the partnership of the local school district. By surveying participants who have successfully completed the program, data can be collected to represent the effectiveness of the program in its ability to aid students in obtaining employment.

- The work of appraisers in the Los Angeles County Office of the Assessor generates significant revenue for the many of the county’s cities, special districts and other county departments. But there is reason to believe that the workflow style imposed by Assessor management may be causing appraisers to make inaccurate appraisals due the imposed high volumes and fast passed work expectations. This paper examines processes behind the Assessor’s work expectations and reviews the scholarly literature on the phenomenon of ego depletion and decision fatigue. The review of ego depletion will cover from its earliest identification, height of popular acceptance and recent work that possibly casts its legitimacy into doubt. Identifying a gap in the research for knowledge workers a research design proposal will then examine the work of appraisers in the office of Los Angeles County Assessor and the rate and repetitiveness as which certain appraisers are done. These valuations will then be compared with subsequent market data to determine the accuracy of the appraisals and look for evidence of ego depletion and decision fatigue on appraisers, possibly linking the prescribed workflow to deceased job performance and any factors such as age, experience, work location and work speed may have on jobber performance and the potential impacts of such results.

- The generational differences bring challenges to management in many aspects, including leadership styles and employee retention, a top priority for public organizations. This absence of generation gap study is especially notable in the local government agencies where a lack of strategic planning in managing the issues associated with the generation gap can lead to problems with leadership and employee retention. This study aims to examine the generational differences in the Health Facilities Inspection Division (HFID) of Los Angeles County Department of Public Health, exploring the dynamic relationship of the generational effect on leadership styles and its impact on employee turnover, especially for Millennials in the Division. A mixed-method is adopted in this research project as a case study with four focus group interviews in the qualitative phase and one survey in the quantitative phase. Projected findings include: (1) At least three different generations working together in the Division; (2) The turnover rate differs from generation to generation with the millennial generation having the highest rate of turnover; (3) All generations in the Division reveal that the leadership styles affect their commitment to the organization, but the X-generation and millennial express stronger feelings about the correlation between management leadership styles and employee turnover. This study not only offers a framework for the management in the HFID to utilize a strategic plan to promote the commitment of employees. It also provides a method for other government agencies to address similar issues in the generation gap context.

- With research showing a high-quality education as an essential component in ensuring positive outcomes for incarcerated youth, it is imperative that juvenile correctional facilities provide education services mandated under the Individuals with Disabilities with Education Act of 2004. To that end, the purpose of this study is to describe the extent to which Individual Education Programs (IEP) are implemented in juvenile correctional facilities and improve education outcomes of incarcerated youth. A qualitative method of inquiry will be employed to conduct interviews of educators and administrators from long-term care juvenile correctional facilities. Findings of the study should reveal a correlation between implementation of Individual Education Programs and positive educational outcomes, such as earning of credits and high school graduation. Such a finding would lead to recommendations for policymakers to mandate IEPs as an evidence-based educational strategy in juvenile correctional facilities.

- In the past few decades, workforce diversity has been deliberated and debated within the public sector ever since the reports generated in 1980’s by the Hudson Institute, which was authorized by the U.S. Department of Labor. The reports indicated the shifting demographics of the country’s workforce for the next century by highlighting the predicted increase in employment of women and minorities. Although the term diversity was nowhere published in the Hudson Institute reports, it started frequently appearing in the literature regarding demographic workforce change. The term diversity refers to all the differences and similarities among races, ages, gender, educational levels, political and religious affiliations and work types. To successfully manage workplace diversity, organizations need to establish appropriate training approaches and techniques with clear learning objectives that are following the vision and values of the organization. As the demographic changes majorly impacted the workforce, many organizations began focusing on how to manage their workforce. Managing diversity is often linked to the topics of affirmative action and equal employment opportunity. However, in its contexts is far different. Today the subject of diversity or managing diversity is a crucial area of focus for many public policy analysts as well as public administration scholars. Although diversity presents many benefits for organizations, it challenges the traditional ways used to manage a heterogeneous workforce. Despite this, there is inadequate empirical evidence on the influence of diversity on organizations regardless of its recognition in the public sector. This study will try to expand the literature on diversity management programs by examining the effectiveness of diversity management initiatives on workplace performance outcomes within public sector organizations. The analysis will dive deeper into examining the development of diversity programs by trying to differentiate diversity management from the traditional principles of Affirmative Action and Equal Employment Opportunity. The research methodology will implement qualitative survey approach gathered from secondary data to analyze the types of diversity programs implemented by the LA Country Human Resource department. - Regional centers have a contract with the state of California Department of Developmental Services to coordinate services for people with developmental disabilities beginning at three years old. Service coordinators working within the Lanterman Act have a caseload of 65-100 or more consumers eligible for regional center services. Service coordinators must balance administrative tasks, ever changing consumer goals, community influence, family dynamics, vendor issues and changing laws. Currently, organizational design varies across all regional centers, however, there should be divisions based on specific ages to increase efficiency and promote staff specialties. Current organizational designs at certain regional centers that serve consumers of all ages add to the burden of heavy workloads for service coordinators. This graduate project will focus on comparisons between regional centers' division of age groups for case management. The focal point will be on organizational design, division of labor and specialty, and effectiveness. An evaluation of the program will help answer the question: What organizational design would ease workloads of service coordinators? It is hypothesized that changing the organizational design of the regional center system will increase efficient management of service coordinators caseload. Using a Logic Model to describe two regional center programs, an evaluation of two regional centers inputs and outputs will be completed. Logic model analysis is expected to show differences in the outputs between the regional center in support of the hypothesis. It is essential to answer the question as it affects services for people with developmental disabilities through access to the regional center and service coordinators who must manage their caseloads by providing needed resources. Future research should be conducted to further verify the results of the Logic Model analysis.

- Abstract Non-Pharmaceutical Interventions for Alzheimer's Disease and Related Dementias: A Review of Medicaid Coverage By Demetria Dugas Master of Public Administration, Health Administration The growing population of individuals age 65 and older has brought about an increased demand for healthcare services; particularly interventions targeting the effects Alzheimer's disease and related dementias. The traditional care model for those diagnosed with Alzheimer's disease consists of drug therapies to combat undesirable behaviors and eventual residency in a long-term care facility; a model that incurs considerable expense to Medicaid. This literature review seeks to examine the benefits of various nonpharmaceutical interventions currently utilized with individuals diagnosed with Alzheimer's disease, and the Medicaid policies of community-based services and durable medical equipment that could be utilized to cover their expense. Current articles were collected using Wiley Journals, Sage Journals, PubMed, OneSearch, JSTOR, and Google Scholar using the key search terms: Medicaid coverage of Alzheimer's treatments, Medicaid policy Alzheimer's treatment, costs of Alzheimer's disease, Alzheimer's pharmaceuticals, nonpharmaceutical treatment of Alzheimer's, Medicaid durable medical equipment, Money Follows the Person Program, Medicaid In Home Support Services, and Program for All-inclusive Care for the Elderly . Government websites for CMS, Medicaid, and the state of California were searched for information regarding Medicaid policies. Studies showed that non-pharmaceutical interventions such as music listening, time in nature, and use of technology were effective against undesirable behaviors such as apathy, disordered sleep, and agitation in patients with Alzheimer's; however, Medicaid/Medicare provides no direct coverage for these types of therapies. Medicaid policies of providing community based services to assist with activities of daily life, acute and primary care, and even transportation have been implemented in an effort to decrease beneficiary transitions to long term care; however barriers such as housing and limited personal support prevent some individuals from having sufficient access to the benefits of these programs. More research is necessary to determine if greater use of community-based services, coupled with implementation of alternative therapies, results in decreased use of pharmaceuticals for treatment of adverse behaviors and transitions to long term care; both of which would result in financial savings for Medicaid.

- This study investigates the issues of effectiveness of electronic government (e-government) in public sector organizations specifically targeting local government agencies. Evaluating new technology is an important topic in the field of public administration. E-government begins at all levels of government, but it is at the local level where public sector organizations are experiencing the most challenges. The two-phase research study will evaluate the applicants' experience when applying online for public benefits, frontline workers experience when identifying bottlenecks in the approval or denial phase for public benefits, and the regulatory process to investigate e-government policies that local governments are using to optimize techniques when implementing e-government services for stakeholders. The surveys will review current e-government strategies to enhance new technologies for effective public services when participants apply for public benefits online. Findings show there are implications for public administrators who develop e-government services due to the lack of privacy of public information and citizen participation. Government agencies must develop strategies for top-level managers to monitor the effectiveness of using E-government services to communicate effectively with stakeholders.

- Food waste in the United States is a pervasive issue which has far-reaching negative economic, environmental, and social implications. Food loss and food waste occurs at every step of the food supply chain, however, many who waste food are not aware of the consequences of their actions, and repeat their habits if not educated. The government passed the Bill Emerson Good Samaritan Food Donation Act which aimed to exempt liability from those who donated food to nonprofits organizations. However, this bill proved to be largely unsuccessful as companies were not protected from negative press resulting from food donations. There is little quantitative data available in the United States, where much of the life cycle analysis has been done in European countries. Without measurable studies and data, policymakers are reluctant to create and support policy. Government incentives are needed to encourage growth in the food waste industry as currently, there are high barriers to entry. The most impactful approach will be a holistic approach first and foremost through education around food waste to produce a cultural shift and increase home composting and awareness around food waste and its global significance. Measurement tracking tools must be implemented with already existing technologies and any initiatives that are in the stages of being planned.

- The opioid crisis in California has worsened significantly every year since overdose deaths peaked in 2009, leading to increasing hospitalizations and deaths from opioid overdoses. This research project conducts a qualitative analysis of archival research data to examine the underlying causes of opioid addiction or abuse throughout California. PubMed Central (PMC)’s database was used to find peer-reviewed scholarly articles relating to the opioid crisis. Common barriers to combating the opioid overdose epidemic were found to include geographic and socioeconomic status, sexual orientation, and racial disparities. State-level policies and primary and secondary interventions should address these barriers. From analyzing the literature, I present recommendations on how to alleviate the opioid epidemic.

- In 2018, the Office on Violence Against Women (OVW) awarded 64 programs totaling about $29 million in federal dollars for transitional housing program participants of domestic violence, sexual assault, dating violence and stalking (OVW, 2019b). It is generally recognized that domestic violence is among one of the leading causes of homelessness for families (NAEH, 2019). In 2015, approximately 31,500 adults and children fleeing domestic violence found refuge in shelters and transitional housing programs in a single day (FYSB, 2016). This data indicates that thousands of people annually rely on transitional housing. However, there is no research connecting whether or not technical assistance and grant monitoring leads to programs successfully implementing federal funding in alignment with the spirit of the funding. The result of this study will be to examine the efficiency of grant monitoring and technical assistance provided to programs and how that impacts a program participant's program while housed in the OVW Transitional Housing program.

Numerous policies and programs have been designed and enacted to tackle the war on poverty, yet current welfare metrics prove that the established policies fall short of the intended goal of removing families from insufficiency to self-sufficiency. This study considers the rigorous and often inflexible requirements and restrictions instituted as a result of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 and attempts to delve into the history of welfare reform to analyze if these policies truly benefit the impoverished population it aims to serve by promoting enduring sufficiency. A vigilant review of the literature will reveal that additional welfare reform strategies are necessary to achieve this goal.

However, e-government can be a double-edged sword for customer service satisfaction and employee efficiency. Scholars have used empirical data to acknowledge the relationship between technology and organizational performance, but very few researches focused on its effects within Los Angeles County. This paper aims to examine the impact of e-government within the public sector on the local government level by analyzing the literature related to the information technology, customer service satisfaction, management's effectiveness, and employee's productivity.

This paper will analyze the correlation between housing the homeless and the public's resistance to homeless housing projects. The focus will be on the public's resistance to new housing projects and their reasons why. In contrast, the paper will analyze housing projects that have been accepted by the public. The research design will assess the correlation between the publics willingness and unwillingness to accept homeless housing in their respective neighborhoods.

- Abstract Restorative Justice Practices and Middle School African American Males By Yacael Andrews Masters of Public Administration Public Sector Management and Leadership Program Research has shown that minority students, particularly African American males, have been subjected to exclusionary discipline practices of suspension and expulsion practices for more than 30 years. A trajectory of negativity has plagued the African American youth and continues to do so with school policies, such has as Zero Tolerance Policy. This paper will show that these policies have caused young males of color to disproportionately enter into a disruptive path of behavior, in turn leading them through a “School-To-Prison” pipeline. The disciplinary actions allow African American youth at risk for involvement in the juvenile system. Many middle schools struggle with ways to approach disciplinary practices that would eliminate harm place upon students. Restorative Justice is a non-punitive alternative being introduced into schools that demonstrates more positive outcomes for youth of color. The evidence shows that restorative justice demonstrates positive outcomes for school policy strategy in helping students stay on a positive path to excel in school. Restorative justice practices focuses on techniques use to reconcile and reintegrate youth back into the school and community by improving school culture. Those involved are taught strategies to resolve conflict and manage disruptive behaviors in a peaceful manner. Qualitative secondary data is used to examine the effectiveness of Restorative justice practices in middle schools. The research highlights the capability restorative practices has in decreasing the numbers of expulsions, suspension and office referrals. The data reveals by diminishing disparities, African American students show positive outcomes in reducing the odds that would lead them into the juvenile justice system.

- The question of whether or not performance evaluations are fair and consistent across public agencies is often openly expressed by public sector employees. Public sector performance evaluations are the primary method of rating employee progress over a 12-month period. The rating criteria of performance evaluations often comes into question with employees due to vague evaluation requirements. The purpose of this study is to examine the effect performance evaluations have on public sector employees' job satisfaction. For this study, job satisfaction encompasses employee motivation, engagement, and productivity. This study will focus on public sector employees of the Social Services Agency of Orange County, California. Using a survey, data will be collected to analyze public sector employees' job satisfaction as well as their levels of motivation, engagement, and productivity. The results of this study will highlight the need for reform of public sector performance evaluations and the streamlining of consistent rating criteria.

- California is facing significant changes in legislation regarding charter school operations and ultimately limiting access to alternative education options. The purpose of this paper is to identify historically disadvantaged communities and determine if the availability of charter schools within the identified communities impacts high school completion rates. Previous research will be presented discussing the effects high school dropout rates have on the individual and society, as well as how access to alternative education options improve graduation rates amongst students residing in low socio-economic communities. I will focus on historically redlined communities within the city of Los Angeles and identify district high schools and charter high schools located within each outlined community. A comparison between enrolled twelfth-grade students at the beginning of the academic year and the number of graduates at the end of the same year will be made. The data collected will serve as an assessment which will support the need for an increase in school choice options should the neighboring district school show low high school completion rates.

- There are many conflicting perspectives with regards to juvenile offenders and the juvenile justice system's role during their punishment. Although many still believe that a youth's incarceration should be retributory, the predominant perspective now is that it is important to consider a human being's, especially a juvenile's, ability to transform by rehabilitation, growth, and reform and that the incarceration period is a time for the juvenile to receive treatment rather than punishment. This shift has been effected in the juvenile justice system, from one that is punitive and retributive to one that is restorative and rehabilitative, considering the youth's malleable comportment and allowing for juveniles to receive rehabilitative treatment rather than mere punishment. The paradigm shift has enabled rehabilitation models that are nurturing to incarcerated youth such as the Los Angeles County Office of Education's Road to Success Academy program and the Los Angeles County Probation LA Model, which both focus on the youth's social emotional skills and leadership development to transform youth into positive contributors to society and into successful futures, while reducing recidivism. The administration of such services requires a cohesive model that employs the interagency planning and coordination of rehabilitative treatment carried out through a "culture of care" instead of one that focuses on punishment.

- Global warming is an overarching issue worldwide that has caused an increase in extreme weather events and coastal flooding, impacted food security, and created a loss of both biodiversity and unique ecosystems. Certain regions around the world appear to be more proactive in the fight to reverse, or at least contain, the effects of global warming. One such area is California that is currently implementing the Global Warming Solutions Act to minimize the main source of global warming: greenhouse gas emissions. The purpose of this research paper is to assess the effectiveness of programs and resources implemented under the Global Warming Solutions Act to predict its success in reducing emissions to specific levels by 2020, as promised in the Act's framework. The research method will include interviews to collect qualitative data from government agencies implementing programs and/or providing resources related to the Act. Quantitative data will also be collected through surveys administered to students and faculty on the implementation team for the California State University, Northridge Climate Action Plan and also those teaching and studying under its Institute of Stability. Data collected will be used to determine relationships between the policy's programs and resources to assess their effectiveness or ineffectiveness. The results will help predict the overall probability of the Global Warming Solution Act's ability to fulfill its commitment to reduce greenhouse gas levels in California to what they were in 1990, by next year (California Air Resources Board, 2018).

Telecommuting requires many adjustments compared to working in an office being visually supervised. These adjustments include changing from traditional leadership styles to more contemporary leadership styles, flexibility, adjusting to different generations and with the approval of more employees telecommuting, it will reduce traffic congestion with the increased population density. This research that would be implemented would be descriptive and offer answers on why employees telecommute or not and barriers they face while telecommuting and with those finding find solutions increase productivity in the department by offering training on areas that need adjusting.

- Throughout history, the United States has made efforts to tackle de-concentration of poverty in order to allow people an opportunity for a better quality of life. With communities facing scarcity of affordable housing, more and more people with low-income are forced to live in areas with high poverty, high crime, low performing schools, among other factors relating to low socio-economic status neighborhoods. The United States government, throughout the years, has improved policies to tackle the concentration of poverty in order to incorporate diversity into highly affluent communities. There is much research around Federal housing subsidy programs, like Section 8 and Public Housing, which finds deep-rooted stigmas associated to both program recipients as well as the program itself. The stigmatization of clients being assisted with housing subsidies disallows this population to transition out of low socio-economic status neighborhoods into more affluent neighborhoods.

As progressive ideas come forward, transformational leadership has emerged as a potential innovative way of managing employees. Transactional leadership is based on the creation of strong relationships between employees and their managers. From this perspective, telework has emerged as a possible avenue from which transitional leadership can take hold in. This is due to telework's reliance on increased communication between an employee and their manager to ensure goals are met. This type of collaboration should lead to higher job satisfaction and increased productivity. In this research design, a quasi-experimental approach with pre and post comparison group will be utilized for the purpose of evaluating whether telework does indeed lead to a higher level of productivity for employees. - Programs to encourage labor market activity amongst youth have shown positive outcomes in their ability to obtain a range of marketable job skills, gross improvement in self-esteem and overall mental health, as well as an increased likelihood to obtain career level employment upon completion of high school or college. This paper explores the barriers to employment that youth from disadvantaged backgrounds face, as well as the resources and support that work readiness programs offer in addition to job placement. The research looked to specifically evaluate overall effectiveness and success of youth work programs by identifying whether or not earnings for participants out ranked earnings for non-participants; Whether or not youth participants were more likely to go to college than their non-participant peers; and lastly evaluating if the experiences and skills obtained were in fact transferable in to career level high wage job opportunities. The research overall showed that youth participants of summer work programs had an increase in confidence and overall satisfaction with life, decreased involvement in gang and drug related activity, as well as an increased likelihood to succeed post program in real world workplace environments. The primary gap in the research lies in not being able to compare the data and earnings of participants to non participants. This gap exists as much of the research does not follow students beyond their time in the program, so there is no clear case to make as to whether those involved in these specialized programs fair better than their counterparts who do not participate.

- Organizational Culture and organizational climate play a critical role in worker retention and outcomes, yet little is known on how culture and climate impact the worker's ability to adopt new practices and how they effectively handle the challenges of their jobs. Lack of research was found as to how leaders influence the perception and performance of those who work in child welfare. A gap in the literature currently exists, and it relates to how the leadership roles impact the culture in the organization and how performance is measured. This proposal aims to fill a gap in the literature on the organizational culture and employee performance using organizational culture and perspective, engagement and teamwork, public policy, bridging organizational culture, and structural perspective. The study will show how each of these trends correlates with the others and the importance of measuring outcomes for best practice in child welfare. The study explores models for building teamwork and building organizational capacity in child welfare organizations. Should this study be conducted, a survey tool will be used to gather data from employees and the effectiveness of the framework models. Possible results from this proposed study will allow organizations to understand what factors in organizational culture are essential to consider, and how to shape organizational structures and management practices to promote employee motivation, organizational effectiveness, and capacity building using a collaborative approach.

- The epidemic of controlled substance abuse has been around for many decades. With over 70,000 deaths contributing to drug overdose in 2017 in the United States, the solution to controlling a growing epidemic has not been developed. Even with 85 percent of the incarcerated population being involved with controlled substances in one way or another, alternating laws, enforcing in-custody programs, or providing live-in sober housing, it is to no avail. A controlled substance can be defined as an illegal drug that can have a severe effect on a person's health and welfare. This research is aimed at understanding substance abuse among young drug offenders. This research will provide an overview of the dilemmas associated with theories relating to crime and drug relationship, propositions promoting substance abuse and substance abuse programs that fail to aid individuals addicted to controlled substances. The research will use mixed methods to understand the root of the problem when it comes to substance abuse among adolescents. The qualitative design will use an ethnographic approach, during which the researcher will conduct in-depth interviews as well as close observations of adolescents with substance abuse. The quantitative approach will gather information from the Los Padrinos Juvenile Hall in order to evaluate the number of juveniles entering with a substance abuse record or charge. Findings from this study will contribute at reducing substance abuse at a young age and understand the core values of eradicating drugs across the nation.

- Veterans experience a variety of issues when transitioning back to a civilian lifestyle, of note are employment issues. The private and public sector have launched initiatives to combat these employment issues, including the County of Los Angeles. In 2007, the Board of Supervisors approved the creation of the Veteran Internship Program (VIP) whose mission is to expose VIP interns to career opportunities and assist them in gaining skills and knowledge necessary to compete for permanent, full time positions with the County of Los Angeles. The proposed study will analyze factors associated with employment issues and successful internships to help identify key factors that led previous interns to become full time employees. Using a proposed survey, quantitative data can be gathered from current County of Los Angeles employees who were previous participants of the VIP. This study can provide the County of Los Angeles baseline data to assess if and how the program can be improved.

The Los Angeles Regional Human Trafficking Task Force (LARTF) is an example of recent efforts made by public agencies to increase the effectiveness of anti-human trafficking enforcement in the County of Los Angeles. This qualitative descriptive study seeks to examine the collaborative effort between the Los Angeles Police Department (LAPD) and the Los Angeles County Probation Department (LACPD) by focusing on critical issues such as, governance, autonomy, mutuality, and administration. The semi-structured in-depth interviews of twenty public officials who are part of the LARTF effort will help measure its effectiveness. The results and findings of this study will determine if further enhancements are needed.

- The Deferred Action for Childhood Arrivals (DACA) is an executive order that was passed by President Barack Obama in 2012. This program came with many opportunities, such as giving a two-year relief from deportation, a temporary social security number, and renewable work permits to an approximate 800,000 qualified immigrants. Many argue that President Obama authorized DACA due to political pressure and lack of congressional action. Relying on the power of an executive order and the inaction of Congress allowed Obama to approve this program, just like it is giving current president, Donald Trump, the chance of overturning it. This thesis will be analyzing how some executive orders have been created from Congress not being able to agree on difficult subjects, such as immigration. It will analyze how Congress inaction has caused societal issues to be addressed by executive orders. The thesis will also go into more detail about DACA, how it has evolved over the years and how completely overturning it could affect its holders. Since President Trump came into power, the option to apply for the first time is not an option, but a current DACA holder can still renew their DACA status. The questions being explored are how DACA has affected those who have it (in their personal lives and in their professional lives). How would DACA being taken away completely affect these people? Qualitative research data would be used in order to have a more in-depth understanding of how the program has changed people's lives since it began until how it is now. This survey would help give an insight into how DACA has changed these young lives and what would happen if it was to be taken away.

Multigenerational employees are working together today; its impact on job satisfaction is unknown. This research will focus on how cross-generational differences impact on job satisfaction in the public sector, especially Generation Xers and Millennials who occupy 2/3 of today’s workforce. The literature review covers both social and behavioral sciences and public administration. The research will be based on two theories to examine the cross-generational different impacts on the job satisfaction: Mannheim's generational theory and Locke's range of affect theory. It will use a survey to access job satisfaction in public employees by using seven environmental variables: pay and benefits, career development, job security, the job itself, relationship with the supervisor, relationship with colleagues, and promotion opportunities. A quantitative analysis will be conducted by using Mean, standard deviation (SD), and the t-test to compare job satisfaction between two groups: Gen Xers and Millennials.

- Public administrators have become increasingly interested in how student development at the collegiate level impacts potential job candidates in a wide variety of different ways. First, the public arena, specifically within the nonprofit sector, is always in need of dedicated, passionate, highly knowledgeable, and skilled employees. If attrition rates amongst colleges and universities in the United States continue to drop off, it could potentially lead to a decrease of competent employees working in the public or nonprofit sector. Student development and success at the collegiate level can be viewed as a starting point in a potential employee's journey towards impacting positive change within their communities. To help mitigate the negative impacts of student attrition, continued research into the realm of student development must include aims to help university administrators to develop action steps that will set students up for success in their collegiate career. Incoming new student orientation programs offer first-time college students with the opportunity to learn more about their new life once school starts. These programs could be linked to a more manageable transitional period for new students, which could lead to a higher likelihood of success in later years. Intensive orientation programs also offer students the chance to see the significant value of getting involved on campus and provides them with the necessary resources to become active members of their campus community. Though there is a current dynamic cannon of literature and research which delves deeper into student development, student success, and attrition rates, there still needs to be a developed method for tracking the level of student involvement in a given student population. This research project will examine the foundational research that has been accomplished in the field of student development thus far, as well as take an in-depth look at where researchers are moving the body of research as far as student involvement is concerned. Finally, the project will conclude with a series of recommendations for future research and action steps that university administrators can consider in their pursuit of helping students succeed at any college or university.

- According to the Lucile Packard Foundation for Children's Health (2020), there are over 20,000 children in foster care in the Los Angeles County and about 4,225 are foster youth ages 16 to 20. This foster youth is considered adults and faces many challenges associated with adulthood such as homelessness, poverty, lower education attainment, substance abuse among other issues. To ensure a smooth transition into adulthood, California adopted the California Fostering Connections to Success Act also known as Assembly Bill 12 (AB 12) in September 2010. It was implemented on January 1, 2012. It was intended to extend housing; educational and medical benefits to foster youth until the age of twenty-one. This policy enables this foster youth to establish meaningful connections to relatives, peers and tribes if applicable, become self-sufficient and deter dependence on public social services. This policy analysis explores whether AB 12 has increased the high school graduation rates for the foster youth in California.

- Public service partnerships are more common today and necessary for the delivery of quality public services. Research has shown an expansion in the practice of social services contracting and the challenges they present because client needs are becoming more complex which requires collaborative partnerships with other agencies. This research project's literature review will focus on what is already known about partnerships, collaboration and the ethical climates in public service organizations. The objective of this research is to perform a case study approach on the Linkages program, the interdepartmental partnership program between the Department of Social Services (DPSS) and the Department of Children and Family Services (DCFS). Due to the heightened scrutiny placed on DCFS caused by the recent deaths of children under their jurisdiction, the purpose of this study will be to examine if DCFS' ethical climate affects the Linkages partnership. The research method will consist of the following: DCFS management will be the unit of analysis, the method of research is qualitative with interviews, and the research tools will consist of secondary data from the Linkages program. The results of this research may suggest further studies about the ethical climate of an organization affecting a collaboration, a subject which we only have a limited understanding of.

- Abstract Stakeholder Conflict In E-Governance: Problems, Solutions and Recommendations By Luiza Karapetyan Master of Public Administration in Public Sector Management and Leadership Stakeholder conflict is a richly discussed, yet often poorly understood, phenomenon. In the explosion of interest for e-governance, there has been an assumption that e-governance will generally be either orthogonal to or beneficial to stakeholder conflict. Yet there are good a priori reasons to expect that this will not be the case. Less than forty e-governance expert participants were interviewed in in-depth open-ended interviews using a snowball methodology. Themes gleaned from them and from the research include the importance of transparency in setting down methods of access, community communication that enables stakeholders to meet face-to-face, and realistic goals for the e-governance scheme. E-governance schemes are found to be largely context-specific in terms of their implementation and its resultant effect on stakeholder conflict.

83. The Systematic Impact of Federal and State Public Correctional Health Care Policies on Older Inmates

- Federal and State correctional health care systems within the United States are dealing with issues related to population expansion and poor health care outcomes of older inmates due to failed public policies. More importantly, deficient policy measures are causing an inability to supply effective and high quality health care for older inmates within the correctional health care system. Inadequate planning by previous individuals who live within the public policy sphere of correctional health care failed to look at future outlooks in order to prepare the health care management of a population that would age within a system that does not promote health care. In fact, between 1993 and 2013 the population of older inmates within correctional health care systems increased by approximately 400%. A systematic connection between the trickle-down impact of correctional health care policies toward the negative command of day to day operations within correctional systems is demonstrated within this research. Evidence provided by a qualitative analysis of archival data of peer review journal publications on correctional health care policy indicate unsatisfactory policy framework that lead to policy gaps. For example, state and federal correctional health care policies fail to designate a concrete public and health care definition for older inmates. Moreover, a timeframe-based health care compliance system dependent on chronological age is used to determine care. However, the literature analysis concludes that older individuals living within the correctional health care policy systems suffer from accelerated ageing and require health care outside of chronological age. At the same time, the findings and analysis of this research paper indicate that the policy framework and promotion of correctional health policies related to older inmates is administrative instead of creating a policy paradigm dependent on managed health care. The research concludes little health care attention is given to older inmates given that federal and state correctional health care policies have solidified systematic barriers through diluted notion that have reached their original intention.

- Mental illness is a crisis in the nation resulting in homelessness, joblessness, and imprisonment. The lack of resources and services continues to be a problem that prevents individuals affected from living healthy and fulfilled lives. Although there have been numerous federal and state mandates, including the Patient Protection Affordable Care Act (ACA) expansion, the issue remains. In California, the Mental Health Parity Act of 1999 and the Mental Health Services Act passed in 2004 have made some progress in addressing the needs of adults with serious mental illness and children with serious emotional disturbances, but the efforts have not been sufficient. This study aimed to examine mental health policy in California and the effects of not adequately addressing the problem. Historical mental health policy in the United States was addressed for contextual purposes. The findings of the review revealed that there have been various mental health policies implemented in California. However, none has been sufficient to address the needs of individuals living with serious mental illness, thus resulting in homelessness and incarceration. The study provides the foundation for greater knowledge of mental health policy in California and a basis for evaluating the effects of the state's inadequate policy, specifically homelessness and incarceration.

The type of leadership style employed by a leader can affect the motivation and performance of an employee in an organization. The aim of this research is to investigate the impact of transformational, transactional, and laissez-faire leadership on employee motivation and performance within the Department of Motor Vehicles (DMV) in Los Angeles (LA) County. From the evidence obtained by the literature review, a quantitative correlation research will best fit to show the relationship between leadership and motivation and performance. The sample of this study was selected through a non-probability convenience sampling. Data will be collected from 1,538 employees working at 15 DMV locations in the LA County. Results from this study will provide leaders an understanding and help develop a plan on the leadership styles that is best suited to increase employee motivation and performance.

- Traffic congestion is an issue that many metropolitan cities face. Amongst a number of different strategies to help mitigate the problem, the use of congestion pricing is one strategy that has shown to be successful according to the literature. This research study proposes to evaluate the feasibility of implementing a congestion pricing strategy in Los Angeles County. As a car-dependent city with some of the worst traffic congestion in the country, it is crucial that future transportation legislation in Los Angeles take into consideration the use of congestion pricing as a traffic-reducing strategy. However, without public and political support, implementing such a strategy could be a significant challenge. This proposed study intends to shed light on how the public perceives the implementation of congestion pricing, how marketing strategies may manipulate the public's perspective, and how the public's response may impact policymakers when it comes time to roll out new transportation legislation.

- Although women represent over 40 percent of the workforce in the United States, only 5 percent of leadership positions are held by women. This demonstrates the leadership gender gap that exists in the workplace. Existing literature suggests that the most detrimental challenge faced by women in the workforce is stereotyping. In 2004 the Public Works Women's Leadership Council (PWWLC) was implemented to mitigate claims brought against the department by some of its female employees. Utilizing LA County's Department of Public Works Women's Leadership Council as a case study, this paper will focus on addressing the main challenges faced by women in the public workforce and identifying strategic practices that enable leadership development. The purpose of this study is to examine the relationship between public sector leadership demographics, leadership practices, and organizational outcomes.

- This proposal reviews existing research on the psychological contract and modern leadership styles; transformational, transactional, and laissez-faire leadership to inspire further research in public sector leadership. Positive and negative leader behaviors affect the employee-employer relationship and organizational performance. However, public sector leadership research is wanting and rarely discuss the psychological effects of leadership. Leadership styles implemented in the public sector are based on private sector characteristics and do not account for the bureaucratic and complex environment of public sector organizations. Transformational, transactional, and laissez-faire leadership all affect organizational performance and job satisfaction that result from violating psychological contracts. Additionally, all three leadership styles were found to complement each other by covering flaws of each style. The full range leadership model combines characteristics from these styles to cover a wide range of leadership elements and has the potential to handle the complexity and bureaucratic nature of the public sector that impact organizations.

- In the 1990's, the Clinton administration implemented the Violent Crime Control and Law Enforcement Act in response to an uprising in criminal activity throughout the United States (Mallet, 2016b; Scott & Steinberg, 2008). Defined as the largest crime bill in American history, this controversial bill implemented punitive polices that not only impacted adults, but America's youth as well. Federal incentives urged School districts across the country to implement these tough on crime policies, which overtime took discipline out of the school administrator's hands and placed it onto the criminal justice systems lap. As student were no longer being given reasonable corrective actions such as detention or counseling for minor violations of the code of conduct, they were now being expelled and referred into the juvenile court system at alarming rates. Findings support that the implementation of these punitive policies has lead to one of the reasons the school to prison pipeline is still relevant today. This mixed methods research study highlights the possibilities and impact that is perceived through the implementation of rehabilitative campus models which utilize counseling, therapeutic training, and supportive models, versus the harsh punitive models that exercise the use of severe disciplinary actions such as expulsions and suspensions. Based on previous research studies, the Teske model leads the educational model reform by doing away with punitive policies and School Resource Officers, replacing them with supportive entities and elements such as counselors and student workshops. In all, this study illustrates the relationship between punitive models and the incarceration rates of colored youth.

- The purpose of this graduate study is to examine the issues associated with the existing formula utilized to measure water affordability. Due to the imminent need to replace water treatment and distribution infrastructure across America, there has been a continuous increase in water rates. It is imperative that there is an accurate assessment of water affordability so that adequate policies can be developed, and resources can be equitably allocated to low-income customers and under-resourced communities as they are most vulnerable to the increasing cost of water services. However, the traditional method used to measure water affordability is inaccurate, misleading, and does not depict reality; it focuses on median household water demands as opposed to low-income households who primarily use water for non-discretionary purposes such as drinking, cleaning, and bathing. Moreover, the traditional water affordability measurement method is insensitive to the cost of other essential items such as food, healthcare, housing, and energy. This graduate study examines a revised method of calculating water affordability that is sensitive to the needs of low-income customers. Subsequently, the new approach is used to measure water affordability across four major metropolitan cities to demonstrate the difference that exists when low-income households are used as a basis to measure water affordability. Using public data such as costs for water services collected from the most recent water rates for the pertinent water service providers, and income information received from Statistical Atlas (2020), water affordability was measured using both the traditional and revised method. It was found that the revised method in some instances conflicted with the traditional method with regards to water service costs being deemed as affordable or unaffordable. Conclusively, this study will discuss the strengths, limitations, and applicability of the new method. Refinement of the water affordability measurement formula to more accurately depict reality can assist local, regional and federal leaders in the water sector develop more efficient and equitable financial policies to assist those who really need it most.

- California enhanced the public pension plans it provides its employees at the end of the twentieth century without dedicating additional funding for those enhancements. When these pension plans began to experience significant underfunding after two economic downturns in the 2000’s, which were exasperated by these enhancements, the governor and legislature began to look into how to stem the funding crisis of these plans. With underfunding projected to grow significantly, the governor and legislature acted promptly to pass the Public Employees’ Pension Reform Act (PEPRA) of 2013. The intent of PEPRA was to stabilize pension plans by changing the formulaic calculation for new employees hired in the wake of this new law. By increasing the contribution rates, lengthening the age and years of services needed to retire, reducing the types of compensation to be used in calculating their retirement, and enacting more aggressive actuarial assumptions, the expectation was that pension costs would be reduced. The focus of this study will be to determine if the changes enacted with the passage of PEPERA have materialized in meaningful improvements to pension plan funding levels thereby alleviating the cost to public agencies so they can provide the mandated social services that taxpayers expect and need.

- This paper examines the literature on Public Service Motivation (PSM), organizational commitment and generational differences in the workplace. This paper studies the influence that PSM has on organizational commitment and describes how the different generations in today’s workforce differ from one another. The field of public service serves as the focus of this paper and the different aspects of PSM and organizational commitment and their importance are explored. This study will try to answer whether the influence that PSM has on organizational commitment varies across generations. Due to time constraints, a study was not implemented, however, a quantitative research study was designed that would survey the Los Angeles County Department of Public Social Services (DPSS). A stratified purposeful sampling would be used to examine how PSM influences the organizational commitment of the three biggest generational cohorts in today’s workforce. The sample would then be broken down into three strata that would reflect the three generational cohorts studied. Data would be collected, analyzed and then compared by strata to determine whether the influence of PSM on organizational commitment differs by generation.

- Childhood obesity in the United States is an uncontrolled epidemic, despite the countless efforts of policies and programs such as the U.S. Department of Agriculture (USDA), Let's Move! launched by Former First Lady Michelle Obama and many other state and local policies fighting to reduce the pervasiveness of child obesity. Obesity among young children is a considerable public health emergency nationally and internationally. Such pervasiveness of obesity continues to develop among young children over the years and oftentimes progress into adulthood. This epidemic has transformed children's healthcare because obese or overweight children have a greater risk of suffering from chronic health condition (e.g., cardiovascular disease or type 2 diabetes). Chronic health conditions caused by obesity have a significant influence on a child's personal health and their health care expenditures. This epidemic is difficult to combat because of the absence of adequate policies from School Nutrition Programs, Physical Education, and Insurance Coverage for Obesity. This literature review aimed to evaluate public health policies and identify the factors challenging the success of policies created to reduce child obesity. Child obesity has critical economic and social impacts on medical expenditures and school absenteeism. In the United States, increased healthcare consumption and medical expenditures caused by child obesity include yearly medicine prescriptions, hospital and clinic visits and emergency room visits. The conceptual framework created to reduce child obesity in after school programs prevents obesity in children and adolescents through Policy-Level Enterprises. The conceptual framework mentioned in this literature review can be modified or utilized to support overall policy goals. Federally funded meals provided by the U.S. Department of Agriculture (USDA) and the U.S Congress require schools to meet nutritional recommendations and comply with the Dietary Guidelines for Americans. Nonetheless, schools struggle to meet the nutritional standards when high calorie foods and beverages are available for purchase in addition to the federally reimbursable school meal programs. Unfortunately, the USDA does not have legal power to regulate on meals and beverages sold outside of the approved lunch curriculum. Findings show that after school programs influence children and adolescents to take part in physical activity and promote healthy nutrition across the nation. Nonetheless, recent evidence shows that after school programs fall short in encouraging students to complete the recommended one-hour of physical activity, indicating that there are still considerable opportunities to improve existing programs. Local school districts with wellness policy programs promoting student health and obesity prevention need to reassess their policy every two to three years in efforts to confirm the progress made in child obesity prevention.

- The misuse of illicit drugs in America has continuously been a national concern for years. Yet, through the U.S. War on Drugs initiatives, the United States has made it a priority to criminalize illicit drug consumption with the hopes of steering illicit drugs away from consumers. The literature found on the U.S. War on Drugs discusses the common theme of how ineffective this approach has been and how health-based approaches may be more effective in alleviating the situation. Among the most successful drug policies found in literature is the decriminalizing approach that Portugal established, with a focus on health over crime. Thus, the study in this research aims to find the perspective of drug policy administrators in the County of Los Angeles, California, and how they would feel about a shift from criminalizing illicit drug consumption to decriminalizing as Portugal did. A qualitative research will be conducted with a focus sample group of six county sheriffs and six licensed health practitioners through one-on-one interviews concerning the matter. A thematic analysis will be done on the data collected in order to obtain information about common feelings and concerns among administrators and U.S. drug policy.

The research will be conducted using a quantitative causal research design in which a survey questionnaire will be sent to a random sample of 1,000 California Regional Center and Developmental Center employees. The study expects to find that improvements can be made in the administration of developmental disability programs statewide particularly if the Department of Developmental Services had an increased ability to implement policy over the Regional Centers.

- Policy failures are related to the way in which policies are designed, the procedures in which they are implemented through public management and the public value expected to be produced. The purpose of the present case study research is to examine the policy failure of the Zero-Tolerance Policy for Criminal Illegal Entry. The literature reviewed encompass general perspectives on policy studies and public management, focusing on the ethical aspect to select the intended target population in the policy design and explaining the different approaches in policy implementation to create public value through public management. The qualitative approach demonstrates that public value is generated in public policies when they have a sound ethical reasoning in their policy design and an appropriate operational capacity that produces political support from the stakeholders.

- The Los Angeles County approved the Living Wage Ordinance in 1999, and revised the policy in 2015 to require all contractors working on County funded projects pay their employees a minimum $15 an hour by January 1, 2018. The argument for such living wage measures is that paying a “living wage” allows contractor employees to provide for themselves without relying on government for sustenance. Proponents of living wage ordinances argue further that forcing contractors to pay its employees high wages is good for the local economy, as it boosts the spending power of the working class. This Project’s review of literature available on precedents of living wage ordinances in minimum wage movements, as well as political and economic impact of living wage campaigns throughout the U.S. reveal mixed results; while the consensus among the early studies was that such redistributive policies are not effective, harming the economy by increasing unemployment rates, equally as many number of studies have implicated that living wage policies are neither harmful nor much beneficial to the overall economy, while on the contrary, some studies have concluded that living wage laws increased employment rates and helped the economy overall. In addition to the review of past and current literature, the author will evaluate the effectiveness of the County’s Living Wage Program by extensive review of select participants. Author will use extensive interview questions and review the qualitative data from such questions against quantitative data available on County’s Living Wage Program to determine whether the Living Wage Program has been effective in accomplishing its goal of reducing the amount of County residents resorting to various County social and health services.

In the last few years a major concern with waste as a whole has been the effect it has on the environment and for that reason many states are giving more attention to pharmaceutical waste as it has been reported that 250 million pounds of medication waste is generated every year and reports from the U.S Environmental Protection Agency (EPA) office of inspector General (OIG), estimates that hospitals and pharmaceutical manufacturers that accept returns of expired or unused pharmaceuticals generate about 15,000 tons of hazardous waste every year. The Overall concern is that these wastes are migrating into our water.
