- Historically, only sworn personnel has worked in law enforcement agencies. They were responsible for all the organization's duties, from policing to administrative tasks. Throughout the last several decades, there has been a significant increase in civilian employees in police organizations. The purpose of this study is to explore organizational culture in police organizations. A considerable amount of research has been done on police culture, which excludes civilian employees. Nevertheless, despite the increase of civilian employees in policing, there is limited research on the integration of civilian employees into police culture. Data and information were gathered through an extensive review of peer-reviewed literature on organizational culture, organizational commitment, and organizational effectiveness. This research will seek to address the knowledge gap in organizational culture research as it relates to the importance of integrating civilians into police culture and how it affects organizational commitment from civilian employees and its overall operational effectiveness.
