Prevention Plan to Help Reduce Over Referrals of English Language Learners Students Into Special Education
In the 2011-2012 and 2012-2013 academic school years, a total of 342 students were referred for special education services at the Corona-Norco Unified School District. Out of those 342 students, 339 or 99% were English Language Learner students. Of those 339 English Language Learner students, 334 students or 99% qualified for special education services. Since Parkridge Elementary has one of the highest English Language Learner student populations in the district which nearly triples the state average, a prevention plan was created to help prevent the high number of referrals of English Language Learner students for special education services. The prevention plan focuses on giving teachers strategies and teaching tools to help English Language Learner students in the general education classroom. The objective of the prevention plan is to introduce and implement: language objectives in math, content objectives in math, sentence frames in math, and Thinking Maps across all content areas.
