State Mandated Sexual Health Education: The Implementation of the California Healthy Youth Act
This graduate project examines the impact of ambiguity and conflict in policy implementation. The paper will explore the ambiguity and conflict experienced by school district leaders, principals, and teachers and how this affects their willingness to implement the California Healthy Youth Act (CHYA). Passed in 2016, CHYA mandates school provide comprehensive sexual health education at least once in middle school and once in high school. This study will further explore the differences between how ambiguity and conflict are experienced at the various hierarchical levels within a school district system and the implications of how that may impact policy implementation.
