An approach to modifying program evaluation in the planning process.
Evaluation as a concept has many definitions and uses. In general, evaluation is an attempt to appraise the value or worth of something. When related to a discipline, the concept becomes more precise. Evaluation within the discipline of urban and regional planning may be viewed in several ways: As an assessment of the progress of a planning effort; as an assessment of the effect of a planning effort; or as an assessment of the planning process or any subunit of that process, to a finite degree. Any evaluation of worth should provide information usable by a decision maker. The key to evaluation is "usable" information.
