Environmental planning study of I-5 interchange areas, Fresno County, California.

Potential interchange commercial development along Interstate Freeway 5 within the San Joaquin Valley has been a controversial planning problem since the inception of this major regional transportation facility. Despite the multi- million dollar public investment of the Westside Freeway, no regional plan or policy was prescribed to either provide essential highway services or to prevent detri- mental developments. Instead, state legislation adopted in 1963, the Westside Freeway Park and Development Act, required each local jurisdiction traversed by the proposed route to plan and control interchange developments.
