Underservice to deaf citizens : some selected considerations

The task of this project is to arrive at some conclusions for the underservice problem. Comparisons will be made on the services available to the deaf people and the blind people in the state of California. Also studied is the California Rehabilitation program for the deaf and the blind. Following this are explanations and reasons for the underservice.
