Guidelines for an adult education course for citizen planners.

Urban planners recognize the value of citizen input in the planning process, but the degree to which they utilize and encourage this input varies. Citizens have criticized planners for not including them in the planning process. Planners have found fault with citizens for not taking an interest in the planning process. It is the opinion of this writer that the fault lies with both parties and that the amount of input from citizens should be increased and the quality improved, but such a move will depend on a fuller understanding of the roles of citizens and planners in the planning process and the nature of their interaction. The purpose here is to gain a fuller understanding and to demonstrate how the quality of citizen participation can be improved through the existing adult education system.
