Exploring PPACA compliance within the body art industry

The purpose of this study was to explore how a marginalized population such as tattoo artists and body piercers plan to make decisions regarding the new health care requirement to have health care insurance. Interviews were initially conducted with eight participants in the Bakersfield, California area in 2014. A Long Interview process was the method and content analysis was used to analyze data. Seven of the participants were re-contacted in 2016 to find how they did make decisions. Four participants remain noncompliant. The results indicated that social media is now a primary influence on decision making on an issue when individuals have fragmented knowledge, and the primary motivation for compliance in this study was parental responsibility. Recommendations included a creative social media campaign using music and celebrities; proof of compliance through local licensing; and a simplified enrollment process.
