Cross Collaboration of Public Officials and Policy Making

This paper examines the cross collaboration and coordination of public officials and its challenges. It will explore findings on network governance, the vertical and horizontal relationships in multilevel government, and how policy making within a local jurisdiction operates. The paper concludes by observing a case study on the topic and proposes a new approach for primary research to gain perspective of intergovernmental culture in hopes of identifying the divide in collaboration during the policy-making process.
